POSITION SUMMARY:

The Datum Program Manager (PM) will be responsible for managing the Air Force Learning Services Ecosystem (AFLSE) program. The AFLSE program is located at Randolph Air Force Base in San Antonio, Texas. AFLSE is a cloud-based learning ecosystem that will allow students to learn anywhere, anytime and on any device. The PM will be responsible for planning, organizing and managing the team that will provide an integrated AFLSE that delivers Full Operational Capability (FOC) encompassing functional capabilities from Learner Management (LM), Business Reporting Intelligence and Analysis Tool (BRIAT), Total Force Training Record (TFTR), and Adobe Connect services at the end of this contract.

 

RESPONSIBILITIES AND DUTIES:

  • Serves as principal advisor to the AFLSE program; compiles, evaluates and analyzes information, and recommends and implements solutions; assures the activities and procedures follow all laws, policies, regulations and standards
  • Establish a program management system based on the Integrated Master Plan/Integrated Master Schedule that provides accurate and timely schedule and performance information throughout the period of performance
  • Establish a sound risk management system, which mitigates program risks and provides for special emphasis on AFLSE services efforts through integration of metrics to monitor status
  • Establish a government/contractor Integrated Process Team (IPT) partnership that is beneficial to achieving program goals and reduces the overall level of government oversight required
  • Establish a comprehensive change/configuration management system.
  • Oversee the deployment of an effective data architecture that is consistent and timely with the delivery of the AFLSE services
  • Ensure effective migration of legacy systems data to AFLSE in time to support Initial Operational Capability (IOC) and FOC dates
  • Provides advice and consultation to Datum managers on dispute resolution, performance issues, and the interpretation and correct application of policies and procedures; mediates employee relations issues and assists with disciplinary actions while exercising the highest degree of confidentiality and professionalism
  • Direct and supervise Project Managers working for each of the 7 task areas – Program management, Adobe Connect, LM, TFTR, BRIAT, test, and training
  • Communicate with the client and stakeholders to ensure transparency regarding project issues, risks, decisions and status of the project
  • Produce accurate and timely reporting of program status throughout the life of the project
  • Implement and manage project plans and updates to ensure project goals are achieved
  • Manage sub-contractor relations – contract, performance and delivery of deliverables/services
  • Ensure customer satisfaction, safety, security, quality and team performance are being met

 

 

 

 

QUALIFICATIONS:

  • Bachelor’s degree in in business or IT related field
  • 10+ years of experience performing program management services
  • Experience with Agile Scrum methodologies
  • Experience with Department of Defense rule, regulation and policies (preferred)
  • Expert analytical, written, verbal communication, and interpersonal skills
  • Expert in Microsoft Office (PowerPoint, Excel, Access and Word)
  • Ability to work effectively as a member of a government led MultiFunctional Team (MFT)
  • Ability to manage time effectively and meet deadlines
  • Ability to work within a team and independently

 

OTHER RESPONSIBILITIES:

Perform other duties as assigned by the Senior Program Manager.
